The wealthiest Americans are increasingly driving the economy, with the top 0.1% now holding a record 13.8% of total wealth, while the bottom 50% owning 2.5% of wealth. Given data from the latest US Census about population (341,540,644) and number of households (127,482,865), this amounts to a staggering ratio of 1 person in the top 0.1% having as much wealth as 2760 persons in the bottom 50%.
The president does not have the right to withhold funds that Congress has appropriated.
